Senior Purchasing Compliance Officer

  • Permanent / Full Time
  • Monday to Friday, 72.5 hours per fortnight, 9 day fortnight
  • $102,311 - $106,576 per annum (LGIA Stream A Level 5) + Superannuation
  • Location – Rockhampton

Your new role

 

Rockhampton Regional Council is seeking an experienced and motivated Senior Purchasing Compliance Officer to take the lead in strengthening our procurement governance and ensuring our purchasing activities are transparent, compliant, and delivering genuine value to our community.

In this pivotal role, you’ll oversee end to end procurement compliance, diving into purchasing activity to uncover risks, spot improvement opportunities, and produce clear, compelling reporting that informs strategic decision making across the organisation.

You’ll partner closely with staff, suppliers, and key stakeholders, providing expert procurement advice, guiding best practice approaches, and fostering strong, collaborative relationships.

You’ll also play a major role in building organisational capability by developing and delivering practical guidelines, engaging training, and effective communications that embed consistent, high quality procurement practices across the council.

This position requires the completion of a satisfactory Criminal History Check - Police Certificate (Australia Wide Name Only Police Check).

 

What we are looking for

  • Strong knowledge of procurement legislation, Council policies and best practice purchasing processes.
  • Proven ability to build relationships, negotiate effectively and provide specialist procurement guidance.
  • Highly developed written and verbal communication skills, with strong report writing capability.
  • Excellent planning, time management and organisational skills, with the ability to work autonomously.
  • Tertiary qualifications and/or significant experience in a local government procurement environment.

Application Criteria

  • Relevant tertiary qualifications and/or significant procurement experience, with sound knowledge of legislation (incl. Local Government Act), audit principles and procurement best practice.
  • Demonstrated skills to deliver training sessions to large and diverse audiences, ensuring complex legislative and procedural requirements are communicated clearly and effectively.
  • Strong analytical capability to assess procurement activity, identify risks and improvement opportunities, and prepare clear, professional reports for management. 
  • Proven stakeholder engagement, negotiation and advisory skills, with the ability to build productive relationships and provide specialised procurement guidance.
