Social and Housing Advisor 

  • Permanent / Full Time
  • Monday to Friday, 72.5hours per fortnight, 9 day fortnight
  • $110,277 – $117,686 per annum (LGIA Stream A Level 6) + Superannuation

Join Rockhampton Regional Council’s Growth and Community Partnerships team in a key role shaping housing outcomes and community wellbeing across the region. This position plays a key role in strategic social planning and the delivery of priority housing initiatives, contributing to improved liveability, inclusion and sustainable growth

You will lead and coordinate housing and place-based initiatives across the full lifecycle, from research, feasibility and business case development through to implementation, monitoring and evaluation. Working collaboratively across Council, government and industry, you will help unlock opportunities across social, affordable, emergency and private housing, while ensuring projects deliver meaningful and lasting community benefit. The role also provides high-level strategic advice, preparing briefings, submissions and advocacy material to support informed decision-making and investment readiness for key housing initiatives.

This position requires the completion of a satisfactory Criminal History Check - Police Certificate (Australia Wide Name Only Police Check).

What we are looking for

  • Experience delivering strategic social planning, housing initiatives, or complex government policy/programs
  • Strong understanding of Queensland planning frameworks, including social impact assessment (SIA) and community benefit approaches
  • Ability to translate research and data into practical policy and project outcomes
  • Excellent stakeholder engagement, negotiation, and relationship management skills
  • Strong project management skills, able to manage competing priorities in complex environments
  • Values-driven, with a focus on inclusion, community outcomes, and sustainable growth

Application Criteria

  • Relevant tertiary qualifications in Social Science, Social Policy, Planning or related discipline, plus experience in social infrastructure planning and social impact assessments; Blue Card (or ability to obtain) required.
  • Demonstrated experience in strategic social planning, housing initiatives, or complex policy/project delivery, with strong knowledge of social, affordable, emergency and private housing systems.
  • Proven ability to analyse and synthesise complex data and evidence, producing high-quality reports, briefings and insights to inform decision-making.
  • Highly developed stakeholder engagement, negotiation and relationship-building skills, with the ability to influence outcomes and balance competing priorities in complex environments.
  • Strong project management, problem-solving and decision-making capabilities, with the ability to manage multiple priorities, deliver outcomes and adapt in a changing environment
